1.0 SCOPE All areas and departments of Telemax Services 2.0 OBJECTIVE This procedure defines the framework of preparing for, and responding to emergencies at TELEMAX SERVICES Corporate Office(s) and project sites, involving potential emergency situations and potential accidents that can have an impact on the health and safety of the employees and all the corporate family members. 3.0 GENERAL EMRGENCY PLAN 3.1 Implementation ideals An emergency plan must be regularly maintained, in a structured and methodical manner, ensure it is up-to-date in the event of an emergency. Emergency managers generally follow a common process to anticipate, assess, prevent, prepare, respond and recover from an incident. 3.2 Pre- incident training and testing Emergency management plans and procedures should include the identification of appropriately trained staff members responsible for decision-making when an emergency occurs. Training plans should include internal people, contractors and civil protection partners, and should state the nature and frequency of training and testing. Testing of a plan’s effectiveness should be carried out regularly, in instances where several business or organizations occupy the same space, joint emergency plans, formally agreed to by all parties, should be put into place. 3.3 Communicating and assessing incidents Communication is one of the key issues during any emergency, pre-planning communications is critical, Miscommunication can easily result in events escalating unnecessarily. Once and emergency has been identified a comprehensive assessment evaluating the level of impact and its financial implications should be undertaken. Following assessment, the appropriate plan or response to be activated will depend on a specific pre-set criteria within the emergency plan. The steps necessary should be prioritized to ensure critical functions are operational as soon as possible. Telemax Services has established, implemented and maintained the procedures to identify and respond to the emergency situations and prevent or intimate the adverse situations inside the company and also aware the Customers about the issues. In planning its emergency response the organization has taken account of the needs of relevant interested parties, e.g. emergency services and neighbors. The organization periodically tests, reviews and revise, where required, its procedures to respond to emergency situations, where practicable. The organizations has established, implement and maintain a procedure(s) to record, investigate and analyze incidents in order to: a) Determine underlying OH&S deficiencies and other factors that might be causing or contributing to the occurrence of incidents; b) Identify the need for corrective action; c) Identify opportunities for preventive action; d) Identify opportunities for continual improvement; e) Communicate the results of such investigations. The investigations shall be performed in a timely manner. The results of incident investigations shall be documented and maintained. 4.0 SPECIFICEMERGENCYPREPAREDNESS 4.1 FIRE-During Working Hours a) On observation of fire, inform security at Extension “9”. b) Security should activate the Emergency Alarm, and inform the OHS team to initiate the evacuation process. c) ERT Team Lead will inspect the intensity of the fire, and if can be extinguished by available Fire Extinguisher, then it is done immediately by the person, certified in operating the fire extinguisher. d) If the fire is HUGE, inform fire squad/ambulance for assistance/nearest external fire squad, if required. e) Evacuate employees to safe assembly area starts parallel by the Emergency Response Team (ERT) to safe Assembly Area (SAA). Prioritization of Evacuation: - i) Physically Challenged Employees ii) Pregnant Female Employees. iii) Aged Employees. iv) Female Employees. v) Male Employees. f) Verification of the premises by ERT members. g) Head count verification by ERT members at SAA. h) Address the employees at SAA i) Provide first aid for causalities. j) Check availability with nearest hospitals for causality treatment (if required). k) Put off fire by fire extinguishers locally according to the intensity of the fire. 4.2 FIRE – During Non-working Hours a) TELEMAX SERVICES security activate fire alarm manually. b) Evacuate if any employees/other staff working within the facility. c) Security Officer to inform 24x7 Fire Helpline 101 and local fire brigade. d) SO to intimate all emergency contact number. e) Put off fire by fire extinguishers locally according to the intensity of the fire. If possible. f) Management to declare the next working hours to all the employees based on the intensity of the situation or till the situation is under control. 4.3 ACCIDENTS Addressing Accidents is under two categories: - 1. Within TELEMAX SERVICES Premises. 2. Outside TELEMAX SERVICES Premises. 4.3.1 Accidents within TELEMAX SERVICES premises:- 4.3.1.1 Electrical Accidents (E.g. Short Circuit):- i. Switch off the electrical connection/mains. ii. Provide immediate First Aid. iii. Move the deceased to the nearest hospital to ascertain the degree of causality. iv. Inform next-of-kin about the incident. v. Inform local police as case based of need based. vi. Appraise deceased in terms of leaves as per the medical advice. vii. Deceased to revert back or on board duty after recovery else inform HR and reporting manager for suitable actions as per the organization process and policy. viii. Review the Do’s and Don’t ‘s for electrical activities and process the revision, if any. 4.3.1.2 Accidents due to obstacles (Material/Architecture/Infrastructure) & Accidents due to movement/physically handling of heavy materials i. Provide immediate first AID . ii. Move the deceased to the nearest hospital if required to ascertain the degree of causality. iii. Inform next-of-kin about the incident if required. iv. Appraise deceased in terms of leaves as per the medical advice if required. v. Deceased to revert back or on board duty after recovery else inform HR and reporting manager for suitable actions as per the organization process and policy. vi. Ensure all the materials are placed in the designated area. vii. Ensure Corridors and pathways are kept free from obstructions. viii. Ensure periodical checks of office infrastructure/equipments to be carried out. 4.3.1.3 Leakage of Hazardous Gas through AHU i. On observation of gas leakage, inform security at prescribed emergency contact number. ii. Security should activate the Emergency Alarm and inform the OHS team to initiate the evacuation process. iii. Evacuation following the prioritization will be conducted by ERT enabling the employees to reach the SAA. iv. If required First Aid should be given calling the Medical Units. v. The management should ensure complete fresh air inside the campus before enabling the employees to work. vi. AHU Room to be under Lock and Key 24x7. vii. Issue of AHU room key to only authorized in-house staff. viii. Monitor all IN and OUT movement of AHU room (Surprise/Routine). ix. Do not allow any storage of material in AHU room. x. Daily routine checks for availability of duplicate key by security personnel. 4.3.2 Accidents Outside TELEMAX SERVICES premises: - 4.3.2.1 Site Level Emergency Plan: 4.3.2.1.1 Fall from Height i. Rescue the deceased. ii. Provide him the minimum First Aid using the medicine from the First Aid Kit available with the Team. iii. Inspect if any fracture or damages of external organs/body parts have occurred. iv. Intimate the incident to Central Management & HR immediately using Company ICE numbers. v. Take the injured person to the nearest hospital/medical unit and organize the admission. vi. The family members to be informed. vii. Root Cause to be analyzed and discussed in next OHS meeting. 4.3.2.1.2 Animal Threat i. Rescue the victim. ii. Provide him the minimum First Aid using the medicine from the First Aid Kit available with the Team. iii. Inspect if the victim has got any serious wound. iv. Intimate the incident to Circle Management immediately using Company ICE numbers. v. Take the injured person to the nearest hospital/medical unit and organize the admission. If required. vi. intimate the incident to the Circle Customer and Infra Provider Team about the incident so that the threat would be eliminated permanently form the site. vii. Plan a control measure to overcome the chances of the further occurrence of the incident. viii. Wait till the site is clear to work. 4.3.2.1.3 Snake Bite i. Keep the victim calm, restrict movement. ii. Assure the victim and do not let him panic. When under panic, it will enhance heart rate and would circulate the venom faster in the body. iii. Remov3e any rings or constricting items; the affected area may swell. iv. Stop lymphatic spread of venom- bandage firmly. The bandage should be done in such a manner that the blood may not spread to other parts quickly. A compression bandage (as firm as you would put on a sprained ankle) should cover the entire limb with the splint. The wrapping should start from the digits and extend till armpit in case of hands and groin in case of bite to the leg. Victim to keep the hand as close to the level of the heart as possible-this reduces the flow of venom to major areas. v. Do not suck the wound with mouth. A suction device may be applied over the bite to help draw venom out of wound without making cuts. vi. A snakebite victim is under tremendous psychological stress. It is necessary to keep the patient warm. However, no alcohol/hot beverages should be given. vii. The patient should not be allowed to exert himself in any manner. Do not allow the victim to eat or to drink water in order to keep metabolism at low rate. No water No food is the golden rule. viii. The wound should be gently cleaned with antiseptic and not to be covered. ix. Take the victim to the nearest hospital/medical unit and take up the medical help in getting the venom sucked out, if required. The only remedy for venomous snakebite is the anti-venom serum, which is available at most government hospitals and public health centers. Some private nursing homes have also started stocking it and treat snakebite cases. FACTS: All snakes are not venomous- so every snake bite is not going to result in death-it would save people from quacks. And reduce the amount of panic and chaos. Even a venomous bite is not always fatal- because the severity of snakebite depends on many factors like the size of the snake, whether the bite could be completed, whether it was a dry bite or not, the age physique and affected limb of the victim. First Aid would enable a person to buy more time to reach medical aid on time. The only cure which is available is anti-venom serum injection and not quacks. First Aid- if not done properly could cause more harm than benefit. i. On intimation, establish with the deceased. ii. Rush to the accident spot to ascertain the degree of accident. Major/Severe/Minor). iii. Intimate HR iv. Organize admission to the nearest hospital. v. Intimate next-of-kin if required vi. Track vehicle driver/owner for contract details and cause for accident. vii. If required legal steps should be taken. viii. Accidents due to technical error/ unskilled manpower should be taken into account and awareness should be given in OHS sessions & induction trainings. 4.3.2.3 Critical Weather Condition (Eg., Sffects of Monsoon, Uprooting of trees, Hail storms, whirl winds, Earthquakes, Flood, Tsunami etc.) i. On intimation, establish with the deceased. ii. Rush to the accident spot to ascertain the degree of accident. Major/Severe/Minor). iii. Intimate HR iv. Intimate next-of-kin if required v. Organize admission to the nearest hospital. vi. Lodge FIR with the help of local police. Now a days globally atmospheric heat is increasing owing to excess global warming. The average temperature of India has risen 5 degrees above normal. So we have modeled how to take emergency preparedness to get our employees working in sites and office premises. 4.3.2.3.1 HEAT STROKE i. Move the person into a cool place, out of direct sunlight ii. Remove the person’s unnecessary clothing, and place the person on his or her to expose as much skin surface to the air as possible. iii. Cool the person’s entire body by sponging or spraying cold water, and fan the person to help lower the person’s body temperature. Watch for signs of rapidly progressing heat stroke. Such as seizure, unconsciousness for longer than a few seconds, and moderate to severe difficulty breathings. iv. Apply ice packs over as much of the body as you can. v. if cold water or ice is not available, Evaporation heat loss mechanism is followed, where warm water would be sprayed over the body while powerful fan blows across the body blowing the heat to evaporate. vi. The longer the body is at a high temperature, the more serious the illness and the more likely it is that complications will develop. Temperatures taken by mouth or in the ear are not accurate in this emergency situation. So rectal temperature has to be recorded and the safe limit is below 102 degree Fahrenheit. vii. If a employee has stopped breathing begin rescue breathing. viii. Do not given aspirin or acetaminophen to reduce a high body temperature that can occur with heatstroke. These medicines may causes problems because of the body’s response to heatstroke. ix. If the person is awake and alert enough to swallow, give the person some refreshment beverages (non-alcoholic) for hydration like electoral. Most people with heatstroke have an altered level of consciousness and cannot safely be given fluids to drink. You may have to help. Make sure the person is sitting up enough so that he or she does not choke. x. If the body temperature does not go down within 20 mins, cover him with some cold blanket of towel and rush to the nearest hospitals. xi. Intimate the situation to the Circle Manager so that if further help is required, he can manage. 4.3.2.3.2 EARTHQUAKE Indoor Safety: If you are inside, stay inside. DO NOT run outside or to other rooms during shaking. In most situations, you will reduce your chance of injury from falling objects and even building collapse if you immediately: i. DROP down onto your hands and knees before the earthquake knocks you down. This position protects you from falling but allows you to still move if necessary. ii. COVER your head and neck (and your entire body if possible) under the shelter of a sturdy table or desk. If there is no shelter nearby, get down near an interior wall of next to low-lying furniture that won’t fall on you, and cover your head and neck with your arms and hands. iii. HOLD ON to your shelter (or to your head and neck) until the shaking stops. Be prepared to move with your shelter if the shaking shifts it around. iv. DO NOT stand in a doorway. You are safer under a table. In modern houses, doorways are no stronger than any other part of the house. The doorway does not protect your from the most likely source of injury-falling or flying objects. Most earthquake related injuries and deaths are caused by falling or flying objects (e.g. TVs, lamp, glass, bookcases), or by being knocked to the ground. You can take other actions, even while and earthquake is happening, that will reduce your chances of being hurt. If possible, within the few seconds before shaking intensifies, quickly move away from glass and hanging objects, and bookcases, china cabinets, or other large furniture that could fall. Watch for falling objects, such as bricks from fireplaces and chimneys, light fixtures, high shelves, racks and cabinets with doors that could swing open. If available nearby, grab something to shield your head and face from falling debris and broken glass. Outdoor safety: i. If the employee is above the tower, then use the PPE accurately and hook the scaffolds properly. ii. Hold the tower legs and angles properly and start climbing down the tower in organized manner when the intensity is less so that one can be safe during the aftershocks. iii. Do not panic and always keep your brain cool. iv. The employees who are below the tower, must stay away from the tower, windows and doors of the adjacent buildings. v. Move away from the electric posts, gas line, sink holes. vi. If you are travelling, get your vehicle slowed down and take a safe position in the open. Care must be taken that the car is not parked below any building and electricity posts, or big trees. vii. Stay inside the car. 4.3.2.4 Threat by Rally/Mobs i. On receipt of information establish contact with the employees ii. Rush to the place of assistance iii. Intimate HR iv. Divert route/ Evacuate employees to the safe zone v. Carry out head count of employees vi. Organize admission to the nearest hospital if required vii. Intimate next-of-kin viii. Lodge FIR at the nearest police station ix. Update HR about the site situation x. Provide security escort to convey employees to their residence safely For all accidents/incidents inform the labor officer where required to comply with statutory Requirements. 4.4 OTHER THREATS / ISSUES 4.4.1 Bomb Threat 1. On receiving any anonymous calls on bomb threat from external source, employee/visitor/contractor/any third party, intimation should be given to the security officer. 2. Security officer to inform Internal Emergency Contact Numbers and Bomb Squad. 3. Activate Emergency Alarm. 4. Evacuate the staff to SAA by ERT. 5. Telemax Services EHS Representative to carry out the laid down procedure to address bomb threat. 6. Inform local police and file an FIR. 7. Initiate process to track/identify anonymous caller details. 8. Upon safety confirmation of Telemax Services premises from EGL, addressing of employee/visitor/contractor/any third party to be done and normal business hours to resume back. 9. During the inspection process for bomb threat, only authorized personnel to be permitted to enter inside TELEMAX SERVICES premises. 4.4.2 Food Poisoning 1. Upon intimation food poisoning, organize immediate first aid and move the deceased to the nearest hospital 2. Collect food sample and organize for food test. 3. Food to be supplied by authorized vendors only. 4. Only authorized vendors supplied food will be permitted within TELEMAX SERVICES 5. Based on the food sample test results, vendors will be permitted to continue of black list. 4.5 HAZARDOUSMATERIALS 1. All the hazardous materials are stored and handled as per latest EHS requirements. 2. Material safety Data Sheet (MSDS) are present for all chemicals and hazardous wastes, which mention the details like, basic description of the material, first aid, fire fighting measures storage, accidental release measures. 3. These MSDS are made available to all the concerned area and are being followed as a part of preparedness. 4. It is ensured that related PPE are available at all points of handling of materials and location of usage. 5. Materials are stored at appropriate identified locations in an orderly manner. 6. Containers are suitably for identification. 7. Flammable liquids are stored with necessary precautions at identified place. 5.0 ROLES AND RESPONSIBILITY 5.1 OHS Manager/Safety Manager Carry on regular awareness programs and educating the employees Mock-drills to be organized quarterly and records must be preserved. Information of incident occurrence must be floated through electronic media inside the company. Emergency Response Team should be formed and trained accordingly to face the consequences. 5.2 Project Head/ Circle Head/ Project Manger Full implementation of the procedures must be monitored closely. Must be responsible for recording all the incident in the cluster. Monitor performance and compliance to these procedure, through site audits, inspections and mock-drills. Have to monitor that the medical fitness test for all the employees and first aid trainings to be completed. Ensure that the Emergency Preparedness are intimated down the management line 5.3 Cluster Head/ Coordinator/ Engineer Proper Risk Assessment is assessed and hazards are controlled. Proper precautions have to be taken and innovations have to be brought. Proper tool box talk must be carried out. Ensure all the employees are properly trained and induction training are being taken. 5.4 Employees Follow all requirements included in this procedure manual for all activities to be executed. Carry out activities for which are properly authorized. Immediately report all accidents, in accordance to all local level managers so that TELEMAX SERVICES can start the investigation or revision of the processes and bring innovations. - END OF DOCUMENT -
